Lyle, the cables anchor utility poles. I thought phone poles were pretty much the same all over, but in the Midwest and beyond I frequently saw utility setups where two poles were place ten or twenty feet apart, with a crossbar running between them. Then they usually have lots of these anchor cables, which I imagine is because it's windy out there and these structures catch the wind more than a single pole with a couple of crossbars four or five feet wide. I don't remember if I've got any interesting pictures where one of these things is included.
