Actually, my impression from long ago (I grew up just 20 miles west of Manhattan and spent a lot of time in town as a kid) is that this is a pretentious affectation. You see it on a lot of public (pvblic?) buildings along with a lot of roman numerals: I think it's supposed to make you think of Imperial Rome as forerunner to, you know, The Empire State.
