You're right! I was looking more at the building and didn't catch on that the same paint color is seen all over the city. I can even guess the design parameter—you want to have excellent coverage, so graffiti is covered easily, but no darker than needed to get the job done.
That exact color of paint is used down here a lot to cover graffiti. It must be purpose developed.
