The outside of the window was really dirty. North Street is a broad roadway, the main north/south street through the center of this small city. There's quite a bit of traffic and the cars and wind had combined to coat the plate glass with a layer of the salt/sand mixture used on the roads to melt ice.
I'm afraid I neglected to back up and get a capture to identify the shop. It must be a tailor or seamstress, you can see the white shape inside at lower left is a sewing machine.
