We travel to Provence every summer. There are always a lot of Japanese tourists around. And very often the women are wearing fanciful dresses and posing in front of the oddest objects. Just a different culture.
I didn't know about that, maybe what's going on here. Though there were quite a few folks wandering about in obvious Halloween outfits. In some cases I think they were doing it a couple days earlier in order to get pictures to distribute...
