What is it? I would guess that the descending cone is funneling sand to highway trucks, or does some sort of dry materials handling.

Scott, dry materials handling sounds right. This place has been empty for a very long time. I did a series of pictures in this general area in the early 1980s and it was abandoned then. I've never even noticed any signage that would indicate what the complex did when it was in service.
