I tried to leave a comment on this but I guess it didn't go through. I have seen many buildings styled like this they always look like a fort. They are usually gas stations or shops, do you know much about the architecture?
Don, my guess is that a cinder block building on a poured concrete slab with a flat tar-paper roof is probably the cheapest structure per square foot that can earn a building permit. The materials force the square, boxy shape, and these buildings are limited to two stories because that's all the weight the bottom row of blocks can carry. But if you maintain the roof, the buildings are very durable. You see them all over, and often they are obviously many decades old.
