Dennis, it's amazing how much derelict infrastructure there is in New England cities. For years there was a large disused multi-story parking garage and also an in-city shopping mall in complete disorder (the mall is mostly revived now) both within two minutes walk of the Yale University campus. Many other cities across the northeast as well. It's partly just a magnified version of the small town "disappearing Main Street" situation brought on by suburban shopping malls replacing downtown retail areas. This parking lot is just two blocks from Waterbury's central town green.
