The water is a giant artificial pond that's a necessary part of the process of turning the two-feet-above-sea-level former tomato fields into vast tracts of condominiums.
A year ago I spent a few days in near Englewood, FL, just south of where you are. I also found the light intriguing. There was almost a 'dimensionality' to it. The area, however, was depressing. Where I was, a lot of the condo sites I saw WERE being developed. Now, empty work sites. Some no more than a couple of foundations and equipment that had been idle for some time.
