These concrete-filled steel posts are usually seen around loading ramps or protecting gas pipes or oil lines on commercial buildings from delivery trucks. Here, I think it is the rumble rubble-and-concrete wall of the old building that's being protected. There are a lot of historic registry buildings in Willimantic though I didn't notice if this is one of them.
And I have been struck by how 'angular' your work has seemed to me lately. Could just be me but I am seeing lots of diagonals in your pictures--interesting.
