Martina, I'm not sure, but I think they indicate the position of underground utilities. This is the parking lot of a small railroad station and there is some construction work going on.
And now I am wondering whom to call ... or is it just "call out something like "Hey I am digging now!"" ;-). Rainy Saturday around here with not much to do as you might have guessed already, ;-).

Cableyard? Cross beyond? Okay, I made these up, ;-). Might be "Call before you dig"
I should have googled beforehand.
